(i)Prior to 1960, currency and bank
note papers were being imported from abroad and in order to save
valuable foreign exchange and to manufacture
the same indigenously, Security Paper Mill was set up in early 1960s as a
departmental Unit of Government of India, Ministry of Finance, Department of
Economic Affairs, at Hoshangabad (MP) in collaboration with M/s. Portals, UK which is
now corporatised as Security Printing and Minting Corporation of India Limited
(SPMCIL) with its other sister units since 10th Feb 2006.The
main function of the Unit is to manufacture currency, bank note papers and non
judicial stamp papers for the exclusive use of Government of India as per
requirement of Reserve Bank of India and the same is supplied to the different
printing presses working under Government of India and RBI.The functions and duties being
carried out by Security Paper Mill are sovereign functions of the
Government of India
.
(iii) Decision making process in Security Paper Mill
is based on various rules and regulations framed by the Government
of India/SPMCIL, however, various decision making powers have been delegated
to some other Officers based on provisions in those rules and they
not only supervise those powers through their subordinates, but also
accountable to the use of those
powers
.
(iv)
The norms for the discharge of its function are set by the
collective discussions and as per requirement of organization and the SPMCIL subject to
available resources.
(v)Security Paper Mill being a
unit of SPMCIL (Wholly owned by Government of India, Ministry of Finance), all
the rules and regulations framed and announced by the Govt. of India and
SPMCIL are used by the employees for discharging their duties.
(x)
Monthly remuneration of officers and employees varies from
time to time based on the pay norms fixed by the
Government including Dearness Allowance apart from other allowances as admissible
under the rules and announced by the Govt. of India from time to
time.
Workmen’s Compensation Act is applicable to the organization as this is a
factory registered under the Factories
Act
.
(xi)There is
no agency of Security Paper Mill, Hoshangabad (MP) rather Security
Paper Mill, Hoshangabad itself a unit of Security Printing & Minting Corporation of India
Limited
.
(xii)There is
no system of subsidy programme in existence in Security Paper Mill
at present. However, grants-in-aid as
provided under the rules is given to Senior Staff Club and Labour
Welfare Club of Security Paper Mill, Hoshangabad (MP).
(xiii) No concession permits or authorization are granted
by this Organisation being a Government
organization
.
(xv)No
library or reading room is maintained for public use in Security Paper Mill,
Hoshangabad (MP).
(xvi)
Shri Yeshpal Singh, Dy. Chief Engineer(E&I) has been nominated
as Central Public Information Officer under the Right to
Information Act, 2005.
(xvii)Security Paper Mill, Hoshangabad (MP) will take effective
steps to upgrade the information after the publication of
information as required under Section 4(1)(b) of the
Act
.
